I'm going with Ho-oh. Why? He's important in the games.

With Moltres, it's just like, "Hey, there's this fire-bird-thing on/in that mountain/cave/roaming Sinnoh. It has nothing to do with the plot, but it could maybe possibly help you beat an Elite Four member."

Moltres has no story whatsoever, no importance whatsoever, and just looks... I dunno. It reminds me of a chicken.
